Revenue

The Tightwad Fire Protection District receives revenue from merchandise sales, fees for services, sales taxes, and ad valorem property taxes (see the District's Budgeting and Setting Property Tax Rates Policy #834).

Expenditures

The Tightwad Fire Protection District's Board of Directors has the authority to spend money for the purpose for which the District was created, which per RSMo 321.010 is:

"to supply protection by any available means to persons and property against injuries and damage from fire and from hazards which do or may cause fire, and which is also empowered to render first aid for the purpose of saving lives, and to give assistance in the event of an accident or emergency of any kind."

Treasurer

The Treasurer of the Tightwad Fire Protection District disburses funds accoding the District's Disbursement Policy #836.

The District's Treasurer also ensures proper bookkeepping of the District's revenues, expenditures, assets (cash, land, buildings, apparatus, and equipment), liabilities (unpaid bills), and fund balances (the value of assets minus liabilities) according to the District's Chart of Accounts and Generally Accepted Accounting Principles (GAAP) for Governmental Accounting (see 

The District's Board of Directors must authorize all expenditures, either by papproval of the bills or through preauthorized payments or automatic payment agreements (see Preauthorized Payments Standing Rule #002) .

BUDGETS

As required by RSMo 67.010 and 67.020, the Tightwad Fire Protection District's Budget Officer must ensure an annual budget is prepared and per RSMo 67.080, no expenditure of money can be made unless it is authorized in the budget.

Financial Reporting

The Treasurer of the Tightwad Fire Protection District  ensures accounts for banks, merchants, purchase cards, and fleet fueling cards are reconciled according to the District's Account Reconciliation Policy #860.

The District's Treasurer ensures monthly and end-of-year financial reports are prepared for the Board of Directors and the District's Auditors according to the District's Financial Report Policy #896.

Financial Audits

On November 23, 2021, the Henry County Circuit Court overseeing the Tightwad Fire Protection District ordered a financial audit for 2018-2020 (click here for the order).  The auditing firm of Troutt Beeman & Company was selected to perform the audits.
